Can I use more than one label, or do I have to pick just one?

Bi and queer both fit me depending on the day. When people ask, I freeze because I feel like I am supposed to choose a team. Is it normal to hold more than one label at the same time?

Labels are tools, not team jerseys. Use whichever one communicates what you need in that moment — bi with family, queer with friends, both in your own head. Nobody audits your vocabulary, and changing your mind later does not invalidate today.

Totally normal. I say bi to older relatives who need something concrete and queer in community spaces where the wider word just fits. You can also answer the question with a question: "why do you ask?" buys you time and sometimes tells you whether the person deserves the real answer.
